Mot en regional innovasjonspolitikk for Norge

Abstract

Denne rapporten er en del av STEP-gruppens arbeid for Regionalpolitisk avdeling i Kommunal- og arbeidsdepartementet om regionale innovasjonssystemer. Formålet med rapporten er å: Diskutere begrepet regionale innovasjonssystemer. Denne diskusjonen gir en bakgrunn for å avklare hva som skal menes med regional innovasjonspolitikk og hva hovedelementer i en slik politikk bør være. Beskrive bakgrunn, målsettinger og virkemidler for den regionale innovasjons-politikken i fire utvalgte land. På bakgrunn av punkt a og b, drøfte prinsipielle sider ved en regional innovasjons-politikk i Norge.
