Japon : le temps de la reconstruction

Abstract

En moyenne annuelle, l’économie japonaise devrait croître de 1,9 % en 2012 et de 1,5 % en 2013. Ce rebond fait suite à une mauvaise année 2011 (-0,6 % de croissance) marquée par le « grand tremblement de terre de l’est du Japon » et la catastrophe de Fukushima. Les inondations en Thaïlande en fin d’année ont aussi pesé sur la croissance au quatrième trimestre (-0,2 %). Le potentiel de rebond de l’économie japonaise, de l’ordre de 1,6 % l’an au cours des années 2012 et 2013, permettrait de rattraper en 3 ans l’écart de production, qui s’est de nouveau creusé en 2011 (graphique 1). Cette reprise spontanée sera soutenue par une politique budgétaire active de soutien à la reconstruction, qui ajouterait 0,9 point de PIB cumulé sur la période 2012-2013, et par les besoins en logement et la reconstitution du capital des entreprises en 2012 (tableau 1). L’arrêt des 2 réacteurs nucléaires encore en activité à partir d’avril 2012 fait courir le risque de pénuries d’électricité. Dans ce scenario, nous avons fait l’hypothèse que l’économie japonaise pourrait faire face à la hausse de la consommation d’électricité, plus particulièrement lors des pics de consommation estivaux. L’économie japonaise pâtira cependant des politiques de consolidation budgétaire menées en Europe et aux États-Unis, et de la hausse soutenue des prix du pétrole en 2011-2012. (Premier paragraphe)
