為什麼您不補習很難? 專業化與市場化的補習勞務

Abstract

本文將「補習」視為ㄧ項勞務,由「補習勞務」不斷被市場化與專業化的經濟學角度,來詮釋補習風氣為何日趨興盛且為何興盛後不易回頭的現象。學生為了在升學競爭中爭取好成績成為「補習勞務」的需求者,補習班業者為了獲取利潤成為「補習勞務」的供給者,補習勞務因此被市場化而在補習市場中進行買賣。由於愈多學生成為補習的需求者,補習的供給者愈有利可圖,補習班業者就愈能因為邊做邊學、規模經濟、吸引優秀人才、取獲得優良軟硬體設備、以及同業之間的競爭壓力等因素而不斷加深專業化的程度,也就是補習市場化後會促進補習班的專業化。愈專業化的補習班應付升學競爭的能力愈優於ㄧ般的學生、家長與學校老師,補習班的專業化優勢愈高愈會加深學生對已市場化的補習勞務的需求。簡而言之,補習市場化會促進補習班的專業化,具有專業化優勢的補習班會進一步促進補習的市場化。在補習勞務市場化與專業化互相增強彼此滋養的情況下,補習風氣就可能會像滾雪球ㄧ樣,愈滾愈大,當補習班的專業化很強後,學生若不補習就會居於非常不利的競爭地位,補習風氣因此會演變成ㄧ種穩定且不易回頭的社會風氣。
