Abstract

Este documento analiza el funcionamiento histórico de las carteras de referencia del Seguro de Cesantía. Se estudia el desempeño de los valores cuota y rentabilidades nominales y reales de los fondos, de las sub carteras y de las familias de activos que estaban disponibles. También se analizó el sistema de premios y castigos al administrador y el comportamiento de las cotizaciones, retiros de beneficios y fondos acumulados por “individuos tipos” caracterizados por sus diferencias en la propensión a quedar desempleados. La conclusión general que surge de este trabajo es que el sistema de fondos de cesantía funciona en forma bastante adecuada y sin grandes fallas, aunque es susceptible de ser mejorado de forma que el servicio prestado sea de mayor calidad y más focalizado en las necesidades diferenciadas de cada tipo de usuario. Para esto se sugieren diferentes líneas de acción respecto de los benchmarks, la constitución de los fondos, el sistema de premios y castigos y las cuentas individuales..
