Analysis of the state of regional general education systems taking into account the socio-economic situation of the subjects of the russian federation[Анализ Состояния Региональных Систем Общего Образования С Учетом Социально-Экономического Положения Субъектов Российской Федерации]

A change in the economic situation in the context of external challenges may lead to a reduction in extra-budgetary incomes of educational organizations, a decrease in the level of budgetary provision of the subjects of the Russian Federation, a transformation of the structure of educational services and the contingent of students due to the deterioration of the financial situation of families and the intensification of migration processes. Taking into account the peculiarities of the economic and spatial development of the country, as well as the distribution of powers in the field of financing and management of education, the study of the impact of the socio-economic situation of the subjects of the Russian Federation on the development of the general education system is of particular importance. The main purpose of the study is to assess the impact of changes in the socio-economic situation on the development of regional general education systems. The object of the study is the regional systems of general education. The research is based on the use of econometric methods, analysis of sociological data, methods of cluster analysis, methods of expert assessments. The information base includes official statistical data of the Ministry of Education of the Russian Federation, the Ministry of Finance of the Russian Federation, the Federal State Statistics Service, data from the sociological research of the Center of the Economics for Continuing Education of the Institute of Applied Economic Research of RANEPA. The main results of the study: development of approaches to assessing the state of regional general education systems based on the analysis of the impact of the level of estimated budgetary provision on the financing and results of activities in the field of general education, development of approaches to assessing the differentiation of organizational and economic indicators of regional general education systems based on the use of coefficients of variation.
