Abstract

This article examines general issues in the formation of national innovation systems amidst social-economic transformations. The author generalizes and structurizes the major elements of the national innovation system, systematizes its functions, classifies critical factors in its evolutionary development, and brings to light the role of the innovation system in forming a platform for the sustainable development of the global economy and national economies that make it up. The article demonstrates that the development of the national innovation system involves, based on the sustainable development concept, a consistent change of priorities in terms of searching for, developing, testing, and adopting all kinds of innovation.
