Abstract

Este documento presenta algunas recomendaciones posibles al problema de la falta de gobernabilidad fiscal en un contexto de hibridez económica. El primer elemento encontrado está en la interdependencia de políticas, llegando a grados de interrelación del orden del 15% o más, en un contexto en el que se debería haber eliminado tal dependencia. Además la continua subvaloración de la base tributaria, al considerar solo el mercado formal, repercute en el déficit crónico que presenta el Estado. Finalmente la principal conclusión radica en la necesidad de impulsar un sistema bipartidista como medio de reducción de los costos en las pugnas distributivas a la hora de elaborar el presupuesto fiscal, principal instrumento de aplicación de la política fiscal.
