Abstract

Since twenty years ago, the poverty is becoming more visibly in the industrialised countries: the number of homeless increases considerably, but their number is not certain. In front of this situation, economists have the solution: the third sector, which consists by legal ways (and specially with the associations) to integrated the labour market. But in the facts, this solution reinforces the law of market.
