Abstract

Can the harbour activity of a territory be considered as a spingboard or a curb for local development ? If the implementation of the theory of growth poles has resulted in the development of Maritime Industrial Development Areas (MIDA), the crisis they have undergone during the next ten years has shown some limits. The more or less successful reconversion of the MIDAs asks the question of the transition towards an endogeneous development. Reviewing the case of Dunkirk, this document presents an analysis of the conditions necessary for the setting-up of a new local economic dynamics, relying on the innovative milieu theory.
