Abstract

La contribution entend reprendre les aspects fondamentaux du mutualisme : le principe démocratique et égalitaire. C’est à l’aune de F.G. Raiffensen et à l’inspiration rurale et chrétienne-sociale de la Rhénanie de la deuxième moitié du XIXe siècle que nous pensons que les principes mutualistes tants coopératifs que bancaires trouvent leur origine, malgré les critiques déjà de l’époque, en particulier sur le localisme ou la petite taille des structures. En transposant ces sources idéologiques pourtant génératrices plutôt de banques, à la création, difficile, dans cette région du Nord, d’une fédération de Mutuelles de santé plus d’un siècle plus tard, nous soulevons l’hypothèse que la rénovation ou « risorgimento » de la Mutualité dans son originelle pureté de fonctionnement amène à penser que représentativité des élus, démocratie et égalité réelles, sont peut-être et uniquement l’apanage de structures dites à taille humaine qui risquent de « perdre leur âme » en se développant dans le contexte déréglementé, dérégulé du système économique mondialisé du libre marché autorégulé. This contribution is expected to review the fundamental aspects of mutualism : the democratic and egalitarian principle. Comparisons to F.G. Raiffensen and the Rhineland’s rural and socio-Christian inspiration of the second half of the 19th century are what we believe served to originate these mutualist principles, both from a cooperative and a banking standpoint, despite the criticisms that were already present at that time, in particular those regarding localism or the small size of these structures. By transposing these ideological sources, which are more causative than banks are, to the (difficult) creation, in this Northern region, of a federation of mutual health insurance companies more than a century later, we shall raise the hypothesis that the renovation or “risorgimento” of Mutuality in its original functional purity leads one to think that the representativity of elected officials, real democracy and equality, might perhaps, and solely, be the prerogative of structures known as “human scale” structures that risk “losing their souls” by developing in the unregulated context, deregulated from the globalized economic system of the self-regulated free market.
