Резюме: В настоящата работа се изследват правомощията и характерът на актовете на Общото събрание, като върховен орган за управление на висшето училище. Направен е анализ относно това дали тези актове притежават белезите на административни такива, с оглед на допустимостта за съдебно-административен контрол на съответните актове.
