Abstract

Belakangan ini, harga minyak mentah di pasar internasional cenderung berfluktuasi dengan tendensi yang menaik. Kenaikan harga minyak ini terutama dipicu oleh pengurangan kuota produksi minyak negara-negara anggota OPEC, konflik yang terjadi di Timur Tengah akibat invasi Israel terhadap wilayah Palestina dan pemogokan buruh di Venezuela, yang kemudian menimbulkan ekspektasi bakal terjadinya kekurangan pasokan minyak di pasar dunia. Kenaikan harga minyak ini lebih lanjut diperkirakan akan membawa implikasi negatif terhadap kinerja output dunia, yang pada gilirannya akan memperlambat proses pemulihan ekonomi dunia. Bagi Indonesia, sebagai salah satu negara penghasil minyak, cenderung naiknya harga minyak internasional, selain memberikan keuntungan sekaligus juga menimbulkan konsekuensi berupa bertambahnya beban anggaran (APBN) yang harus ditanggung oleh pemerintah. Salah satu cara untuk menetralisir pengaruh kenaikan harga minyak internasional terhadap beban APBN adalah dengan menaikkan harga BBM di dalam negeri. Implikasinya, harga-harga di dalam negeri cenderung bergerak naik, mengingat bobot harga BBM tersebut di dalam keranjang IHK cukup signifikan.
