Abstract

In firm-level decision chains, machine procedures increasingly occupy the front links. Formal authority remains with the human, yet the decision is confirmed rather than taken. This paper treats that situation as a design problem rather than a behavioural defect. It models a chain of n stations, each with two error directions, under an action window that binds the sum of processing times, with one machine station whose quality the organisation does not know but learns from observations that its own stopping censors. The paper claims four contributions. The first is the object itself: no work in the reviewed corpus combines these five conditions, and the two closest are named. Taken together they yield a mechanism in three parts. Under full censoring exactly one quantity is unidentified, namely the share of effective cases among those stopped, and the data restrict it to the entire unit interval, that is, not at all. The same quantity alone determines the verification threshold for a rejection. And that verification is the first to be abandoned when effective cases are rare: the threshold that collapses first is the one that never self-corrects. The resulting state of rest is an inequality in verification cost, return and prior. It is absorbing as long as the verifying station follows the threshold rule, and it traps only the overly favourable belief and not the overly unfavourable one, because only verification generates data. The second contribution is the duration law. That state of rest holds only under full censoring; once a share of stopped cases becomes visible without the organisation acting, it is not an equilibrium but an episode of closed-form duration in two regimes. Tested against four administrative fields and two platforms, that duration falls to days and minutes respectively in the five cases that publish disclosure counts. The field supplies the number of disclosures; the remaining quantities of that calculation are illustrative values. A return channel with a few per cent take-up dissolves the state. The third contribution is the verification burn-in, and it is a condition rather than a magnitude. The model states under which conditions the first rejections should be checked against the myopically correct judgement; where they should, a single period of them is enough. The fourth contribution is the evidential asymmetry. The state is to be expected in fields without a measured return flow, and there no figure exists, for the same reason that it can occur there. It is evidenced in no field, and the paper states which survey would evidence or refute it. The paper explicitly retracts five claims of its preparatory work, among them permanent mislearning and a determinable exploration share. It states propositions rather than proofs, runs no simulation and collects no field data of its own.
