Abstract
Three preceding working papers end at the same point. Each names the development of a maturity measure as an open task, and none of them delivers it. Without such a measure, twenty propositions remain untestable because the independent variable is missing. This paper does not develop a further construct. It operationalises the existing one. The contribution has three parts. First, a re-examination of the construct definition that yields a non-obvious finding. Of the seven characteristics of the operational situational picture, six appear in the definition. The seventh, action coupling, does not, even though the preceding work treats it as the practically most consequential variable. It therefore does not belong in the scale but at a different place in the measurement model. Second, a decomposition of each remaining characteristic into a threshold question and a degree question. The threshold decides membership of the class and is verified; the degree decides maturity within the class and is graded. Combining both into a single number produces precisely the figure that certifies as mature an information product that fails the definition. Third, a measurement model whose form of aggregation follows from the type of definition rather than from convention. Because the construct is defined by exclusion, compensatory aggregation is inadmissible. The paper proposes non-compensatory aggregation, separate disclosure of the weakest characteristic, and multiplicative treatment of action coupling. It deliberately refrains from reporting an overall value without naming the weakest characteristic. A calculation shows that the chosen form of aggregation achieves less than its justification suggests: the difference from the summative form amounts to between three and sixteen per cent of the scale range. The information therefore lies in the threshold finding and in the named weakest characteristic, not in the overall value. A test of the author's own instruments against the model concludes the main part. The result is unfavourable and is reported nonetheless. Six propositions state the effect claims as testable conjectures. The paper is conceptual; it contains no empirical study and no validation of the proposed measure. Zusammenfassung (deutsch): Drei vorangegangene Arbeitspapiere enden an derselben Stelle.
