Machbarkeitsstudie: Ein Bürgerrat zu Gerechtigkeit und Steuern in Deutschland

Abstract

Viele Menschen in Deutschland nehmen die Gesellschaft als ungerecht wahr und wünschen sich weniger Ungleichheit. Allerdings fällt es Menschen oft schwer, dies in konkrete Reformwünsche zu übersetzen. Staatshaushalt und Steuersystem als zentrale Instrumente des wirtschaftlichen Ausgleichs sind für viele eine Blackbox. Deswegen ist eine breite und informierte öffentliche Debatte schwer zu organisieren.Eine Möglichkeit solche hohen Informationsbarrieren zu überwinden und kontroverse Themen konstruktiv zu diskutieren sind Bürgerräte. Die Machbarkeitsstudie analysiert, inwiefern sich das Thema „Gerechtigkeit und Steuern“ für einen bundesweiten Bürgerrat eignet. Zentraler Teil ist ein Pilot-Projekt, indem möglichst repräsentativ ausgeloste Teilnehmende darüber diskutieren, was sie in Deutschland als ungerecht empfinden. Darüber hinaus werden sie gemeinsam einen Fragestellungsvorschlag für einen zukünftigen Bürgerrat entwickeln.
