Strategic intelligence tools for emerging technology governance: A policy primer

Abstract

Emerging technologies hold great promise for addressing societal challenges, boosting growth, and improving lives. Yet their complexity, rapid evolution, and uncertain impacts pose real challenges for policy. We stand at a crossroads. Without the right governance, these technologies risk harming the environment, public trust, and core values like democracy and equity. Bold, anticipatory governance is essential — embedding values, improving foresight, engaging society, and adapting regulation — to ensure innovation remains safe, inclusive, and beneficial for the future.
