The pivotal role of active labour market policies and public employment services in the green transition

Abstract

The green transition needs efficient and effective Active Labour Market Policies (ALMPs) and Public Employment Services (PES) to accompany the considerable structural changes this megatrend entails, help displaced workers prepare for new jobs, and ensure that green industries have the required supply of skills. In recent years, OECD countries have significantly adjusted their PES and ALMPs to support the green transition, with 73% of OECD PES taking action and 50% of OECD countries incorporating the objective of the green transition in specific ALMPs. Nevertheless, the PES journey to develop comprehensive support for the green transition is in many countries only beginning, while others are considering more universal and flexible ALMPs to suffice meeting any emerging needs of the labour market, including due to the green transition. Further efforts to comprehensively address the green transition in PES strategies and actions could further accelerate a green transition that benefits all.
