Connected Institutions: Using Platform Powers to Advance Transport

Abstract

*This perspective paper analyzes selected policy strategies for transforming transport.* It identifies four primary objectives: enhance economic efficiency, increase equity, reduce negative externalities, and improve the user experience (the "4Es"). It then develops the framework of **persuasion, police, purse, and platform powers (4Ps)** available to governments to achieve these objectives. Through a series of cases, the paper illustrates the use of these powers-especially the underappreciated platform power of establishing technical standards, which serve as the key technology for connecting institutions-showing how technical standards transform transport and enable new opportunities. *By populating a matrix of aims versus tools, and highlighting platform powers, the paper proposes how leveraging the 4Ps can lead to more connected, equitable, and user-centered transport systems*.
