Price Cap e recupero di produttività suggerimenti dalla regolazione del settore Gas

Abstract

Con l'istituzione dell'Authority per l'energia la regolazione dei servizi pubblici italiani trova un esplicito modello di riferimento nel meccanismo di Price Cap1. Diversamente dalle altre public utilities italiane, il settore del Gas Naturale ed in particolare la distribuzione del metano all'utenza civile, può essere considerato a tutti gli effetti un precursore nell'applicazione delle regole di capping nella regolazione dinamica delle tariffe. A partire dal 1993 il settore della distribuzione gas ha applicato un meccanismo di regolazione ibrido adeguando le tariffe praticate all'utenza civile con un procedimento misto: alcune componenti della tariffa Gas hanno mantenuto la loro natura di componenti di costo recuperate a ''piè di lista''; altre componenti, invece, sono state adeguate mediante un meccanismo di indicizzazione simile al Price Cap.
