Abstract

1980’lerde evrimci iktisat yazini ve 1990’larda neo-klasik içsel büyüme modelleri Ar-Ge ve yeniligin önemini ortaya koymustur. Bu etkinin tam olarak anlasilmasi ve analiz edilebilmesi, Ar-Ge ve yeniligin dogru ve sistematik bir sekilde ölçülmesine baglidir. Bu bölümün amaci Ar-Ge ve yenilik ölçümü üzerine doyurucu bir tartisma sunmaktir. Ar-Ge ve yenilik tanimlarindan kisaca bahsedildikten sonra Ar-Ge ve yenilik kavramlarinin ölçümü evrimsel bir süreç içerisinde incelenmistir. Halihazirda pek çok ülkede kullanilan yenilik anketlerinin geçirdigi evrim, yenilik ölçümünün zor olmasinin çarpici bir göstergesidir. Daha sonra anket verilerinin arastirmada nasil kullanilacagi ve bu verileri kullanarak hangi güncel sorulara cevap aranabilecegi üzerinde durulmustur. Bu bölüm Ar-Ge ve yenilik kavramlarinin ölçümü ve anket metodolojisinin gelecegi üzerine bir tartisma ile sonlanmaktadir.
