Are creators for or against to Fair Use?

Abstract

We carried out survey analysis to approximately one thousand Japanese creators whether they were for or against the introduction of Fair Use to Japan, and found that nearly 70% of creators supported the introduction of Fair Use. This result was maintained no matter how we categorized creators like professionals vs amateur, employee vs independent, creator genres(movie, graphic, game, novel etc). In other words, the fact that creators were for the Fair Use was robust independent from the various characteristics of creators. The government councils, which are usually against the Fair Use, does not represents creators' opinion.
