Capital público y eficiencia productiva regional (1964-1989)

This paper ana1yzes the behavior of productive efficiency in the Spanish Regions for the period 1964-1989. From a growth accounting approach, it describes the regional evolution of total factor productivity (TFPs), based on a private input production function. A more strict efficiency measure is then quantified, which is not equivalent to Solow's residual, due to the fact that public capital is included in the production function and that constant returns to sca1e are not imposed. Finally, based on the factor productivity and efficiency measures, the study discusses the existence of technological convergence among Spanish regions and the role of public capital played on it. El trabajo analiza el comportamiento seguido por la eficiencia productiva en las Comunidades Autónomas españolas en el periodo 1964-1989. Comienza describiendo, desde la perspectiva de la contabilidad del crecimiento, la evolución seguida por la productividad total de los factores (PTpS), a partir de una función de producción en inputs privados. Posteriormente se cuantifica una medida de eficiencia más estricta, que no es equivalente al residuo de Solow, debido a la inclusión en la función de producción del capital público y a la no imposición de rendimientos constantes a escala. El trabajo se completa discutiendo, en base a dichas medidas de productividad de los factores y de eficiencia, la existencia de convergencia tecnológica entre las regiones españolas y el papel jugado por el capital público en la misma.
