This paper ana1yzes the behavior of productive efficiency in the Spanish Regions for the period 1964-1989. From a growth accounting approach, it describes the regional evolution of total factor productivity (TFPs), based on a private input production function. A more strict efficiency measure is then quantified, which is not equivalent to Solow's residual, due to the fact that public capital is included in the production function and that constant returns to sca1e are not imposed. Finally, based on the factor productivity and efficiency measures, the study discusses the existence of technological convergence among Spanish regions and the role of public capital played on it.
