Interventi Disaccoppiati, Riforma della PAC e Redditi Agricoli: Una Analisi Qualitativa

Abstract

La recente riforma della Politica Agricola Comune (PAC) costituisce uno dei cambiamenti piu drastici ed ambiziosi che sia stato mai intrapreso negli orientamenti comunitari. Come e noto, il sostegno del mercato dei principali prodotti agricoli subira modificazioni profonde, ponendo una serie di importanti quesiti sugli effetti economici della riforma. In Italia, lo sforzo dei ricercatori si e rivolto essenzialmente alia quantificazione degli effetti sui redditi agricoli, come logica risposta aile preoccupazioni del mondo rurale, che vede nella riforma una vera e propria rivoluzione 1 , In queStO COnteStO, Un puntO di pattenza Utile e rappresentato da una discussione teorica dei nuovi strumenti di politica agricola. A nostro parere, ogni eventuale correzione o aggiornamento della nuova PAC dovra forzatamente basarsi su considerazioni di tipo generale: e infatti gia chiaro che gli effetti della riforma saranno decisamente diversi nei vari paesi della Comunita Economica Europea (CEE), cos! come in regioni diverse all'interno di ogni paese. La teoria microeconomica neoclassica, pur essendo per sua natura una rappresentazione semplificata della realta, fornisce tuttavia un quadro di riferimento insostituibile per valutare i nuovi strumenti adottati 2 .The recent CAP reform attempts at «decoupling» farm income support policies (supponing farm incomes in ways that have a minimal impact on production , con· sumprion, or trade). Using a short-run partial equilibrium model for a representative farm, this paper analyzes the new policy tools implemented by the EC for field crops. Our analysis shows that , when EC reference prices can be considered realistic, «Small producers• may be better off under the new policy, while the effect on «large producers• is ambiguous and depends on the percentage of set-aside. Moreover, a monetary transfer Linked to Land affects the shadow prices of all ftxed factors, favoring land over the other factors provided by farmers (such as family labor). Finally, with a system of crop-specific per-hectare aids («large producer» case), production decisions cannot be considered fully «decoupled».
