Autonomia differenziata e finanziamento delle regioni a statuto ordinario: l’idea si ripropone insieme ai problemi

Abstract

Nell'articolo si argomenta che se il finanziamento dell'autonomia differenziata non sarà inserito in un contesto generale di riforma della finanza delle Regioni a statuto ordinario, nel solco della L.D. 42/2009, contravvenendo agli impegni PNRR, peraltro richiamati dalla stessa Legge di Bilancio 2023, non potrà assumere l'indispensabile carattere di variazione al margine che la Costituzione intende assegnarle. Diverrebbe un regime speciale rivolto alle regioni richiedenti, per cui, di fatto, invece di abolire le Regioni a statuto speciale se ne creerebbero di nuove.
