Gastos das Famílias Brasileiras com Transporte Urbano Público e Privado no Brasil: Uma Análise da POF 2003 e 2009

Abstract

Este texto procura analisar os gastos das famílias brasileiras com transporte urbano público e privado com base nas edições de 2003 e 2009 da Pesquisa de Orçamentos Familiares (POF), do Instituto Brasileiro de Geografia e Estatística (IBGE). Observou-se que em média as famílias brasileiras gastam cerca de 15% da sua renda com transporte urbano. Os gastos com transporte privado são cerca de cinco vezes maiores que os gastos com transporte público, com tendência de crescimento desta diferença. As políticas de estímulo ao transporte individual, aliadas ao crescimento de renda, estão levando as famílias de todos os estratos de renda a elevar suas despesas com transporte individual, intensificando seu uso no dia a dia com fortes impactos sobre as condições de mobilidade da população. À medida que a renda aumenta, maior ainda é a propensão a se gastar com veículos privados. Dessa forma, principalmente nos períodos de forte expansão de renda, torna-se importante a adoção de políticas voltadas para o uso racional do transporte individual, que restrinjam a circulação, mas não a aquisição de veículos, como a cobrança mais realística pelo uso do espaço urbano. Também são necessárias políticas de valorização e melhoria da qualidade dos sistemas de transporte público, tornando-o mais atrativo para a população em geral. This text analyzes Brazilian families spending with public and private urban transport based on family budget surveys conducted by IBGE in 2003 and 2009. It was observed that on average Brazilian families spend about 15% of their income on urban transportation. Private transport expenses are about five times greater than spending on public transport, with a growing trend of this difference. The stimulus policies to individual transport coupled with income growth are leading families of all income levels to raise their expenditure on individual transport, intensifying its use in everyday life with a strong impact on the conditions of (general) population mobility. As income increases, the greater the propensity to spend even more on private vehicles. Thus, especially in periods of strong growth in income, we suggest policies for the rational use of individual transport, such as more realistically charging the use of urban space, and also improving the quality of public transport systems, making it more attractive to the general population.
