A Redução das disparidades Regionais e a Queda da Desigualdade Nacional de Renda (1981-2009)

Abstract

Objetivo deste trabalho é descrever o processo em curso de convergência de renda entre o Brasil metropolitano e o não metropolitano, investigando-se alguns de seus motivos e destacando-se sua importância para a queda da desigualdade interpessoal de renda. Por um lado, a análise mostra que, desde o início dos anos 1980, a renda domiciliar per capita cresceu em ritmo muito mais rápido no Brasil não metropolitano, sendo que mais de 60% deste crescimento derivou da contribuição da renda do trabalho. Por outro, nas regiões metropolitanas (RMs), cerca de dois terços do aumento da renda resultou da expansão da Previdência Social. No período 1981- 2009, a redução da desigualdade entre as grandes metrópoles e o restante do Brasil respondeu por 51% da queda total da desigualdade; no período 1995-2009, por 20%. Caso não tivesse havido esta convergência, a desigualdade de renda em 2009 seria aproximadamente 10% maior que a observada. This paper aims to describe the ongoing process of regional convergence among Brazilian metropolitan areas and the rest of the country, examining its main reasons and highlighting its importance to the overall decline in income inequality. Our analysis shows that, since the early 1980`s, per capita real incomes grew faster in non-metropolitan areas, which were propelled by a booming labor market which accounted for over 60% of the growth. On the other hand, about two-thirds of the income growth in metropolitan areas was caused by the expansion of Social Security benefits. Between 1981 and 2009, the decrease in inequality between metropolitan and non-metropolitan areas accounted for 51% of the total decrease in income inequality; between 1995 and 2009, 20%. Had this convergence not occurred, per capita income inequality in 2009 would be 10% higher than observed.
