Desafios Para a Inclusão Produtiva das Famílias Vulneráveis: Uma Análise Exploratória

Abstract

As discussões sobre capacitação, qualificação profissional e inserção produtiva devem considerar a vulnerabilidade social em que se encontra parte da população brasileira. Cerca de 16 milhões de famílias atendem aos critérios do Cadastro Único do Bolsa Família. Nestas famílias vulneráveis, vivem 72 milhões de pessoas, das quais apenas 29 milhões são jovens ou adultos economicamente ativos. O objetivo deste trabalho é realizar uma análise exploratória da situação destas famílias e indivíduos no mercado de trabalho, delimitando os principais grupos relevantes e sugerindo possíveis encaminhamentos de políticas de acordo com o perfil do público. Espera-se demonstrar que o público beneficiário potencial do Bolsa Família é também beneficiário potencial de um leque expressivo de políticas públicas, que precisam atuar de modo mais integrado. Any discussion on professional training and labor market insertion must take into account the social vulnerability of the Brazilian population. Close to 16 million families fall within the criteria of Bolsa Familia`s Single Registry. Seventy-two (72) million people live in these families, but only 29 million of these are economically active. The objective of this text is to begin an exploratory analysis of the labor market insertion of these individuals by grouping them into relevant categories and suggesting possible public policies for each type of profile. We hope to show that the potential beneficiaries of Bolsa Familia are also potential beneficiaries of a large set of public policies and that the Brazilian poor stand to gain if these policies work together in an integrated fashion. i.
