Positive gesamtwirtschaftliche Effekte des gesetzlichen Mindestlohns - eine ökonometrische Anlayse

Abstract

Mit den empirischen Analysen zu den gesamtwirtschaftlichen Effekten der Einführung des gesetzlichen Mindestlohns in Deutschland versucht das IMK, die eingetretenen kurzfristigen und die noch zu erwartenden mittel- bis langfristigen Wachstums-, Preis- und Beschäftigungseffekte mit Hilfe eines makro-ökonometrischen Modells zu ermitteln. Das Ergebnis: Das Wirtschaftswachstum wurde durch die Einführung des Mindestlohns tendenziell angeregt. Dies geschah im Wesentlichen über die höheren Löhne der Mindestlohnbegünstigten und einen ausgelösten Spillover-Effekt auf angrenzende Lohngruppen. Insbesondere profitierten dabei Personen, die mit ihrer geringen Sparquote für eine besonders starke Steigerung des realen privaten Verbrauchs sorgten. Die ausgelösten Preissteigerungen waren im gesamtwirtschaftlichen Maßstab vernachlässigbar gering. Gleichzeitig gab es einen nennenswerten Struktureffekt weg von Minijobs hin zu zusätzlicher sozialversicherungspflichtiger Beschäftigung, bei der sich das Arbeitsvolumen in Stunden kaum veränderte. Eine nur auf die kurze Frist angelegte VAR-Analyse identifiziert für 2015 einen signifikanten positiven Lohneffekt, erwartungsgemäß positive (aber nicht signifikante) gesamtwirtschaftliche Preiseffekte und einen deutlich positiven, aber nicht signifikanten Effekt auf die Beschäftigung. Die Einführung des gesetzlichen Mindestlohns hat mit dazu beigetragen, dass Deutschland auf einen stabileren Wachstumskurs eingeschwenkt ist, der nicht nur auf Exporterfolgen, sondern auch auf einem stabilen Wachstum der Binnennachfrage, dank einer besseren Lohnentwicklung, beruht.
