Abstract

Die Ausgaben des Bundeshaushalts für Zinsen sind in den letzten Jahren bereits gestiegen und werden in der Zukunft weiter steigen. Eine Zerlegung zeigt: Maßgeblich für die bisherige Entwicklung ist vor allem das deutlich gestiegene Zinsniveau im Euroraum, welches mit Zeitverzögerung zu höheren Zinsausgaben führt. Hinzu kommt in den kommenden Jahren eine steigende Neuverschuldung, getrieben vor allem durch die Bereichsausnahme von der Schuldenbremse für Verteidigungsausgaben. Obwohl der Anstieg der Zinsausgaben in der mittelfristigen Finanzplanung bis 2030 wahrscheinlich überschätzt wird, könnten 2050 dennoch ein Viertel der Steuereinnahmen des Bundes für Zinsausgaben aufgewendet werden
