Neues digitales BOS-Netz für Deutschland: Analyse der Probleme und mögliche Betriebskonzepte

Abstract

Organisatorische und betriebswirtschaftliche Probleme werden analysiert, die sich bei der Planung, der Einführung und dem Betrieb des neuen, digitalen BOS-Netzes (Behörden und Organisationen mit Sicherheitsaufgaben) in Deutschland heute und in der Zukunft ergeben werden. Hierfür wird ein kurzer Vergleich der drei alternativen Technologien präsentiert, die angeboten werden. Auf Grund der Schlusslichtposition im europäischen Vergleich bietet sich für Deutschland die Möglichkeit aus den Fehlern der Nachbarstaaten zu lernen. Auf Basis der heute vorliegenden Informationen und Trendanalysen werden Lösungsvorschläge erarbeitet, um wirtschaftliche Schäden und eine mangelhafte technische oder organisatorische Umsetzung zu vermeiden. Insbesondere wird ein mögliches Geschäftsmodell für eine Betreibergesellschaft des BOS-Netzes vorgestellt.
