Una Norma de Evolución Temporal para el Sistema de Financiación Autonómica

Abstract

Este trabajo aplica la norma de evolución HEAVE, desarrollada en el artículo previo del autor Dynamic Horizontal and Vertical Equity in Intergovernmental Transfers http://iei.uv.es:80/index.php?opcion=publicaciones, al sistema español de financiación autonómica y compara los resultados con los que se derivan de la norma ITE actualmente utilizada. El ejercicio muestra que, frente al mantenimiento de la equidad horizontal y vertical que se consigue con la norma ITE, además de vulnerar una cantidad de recursos significativamente menor que la que se hubiera derivado de la norma HEAVE.
