Evaluación de fondos rotatorios de crédito: evidencia de la cadena lechera argentina

Abstract

Este estudio evalúa el impacto de un programa de fondos rotatorios de crédito implementado por la Junta Intercooperativa de Productores de Leche (JIPL) en la producción lechera de Argentina. Utilizando datos de panel de productores lecheros entre 2010 y 2017, aplicamos metodologías de diferencias en diferencias (DiD) con tiempos de tratamiento heterogéneos y diferencias en diferencias sintéticas (SDiD) para estimar efectos causales. Los resultados generales no muestran impactos significativos sobre la producción lechera, sin embargo, el análisis de heterogeneidad revela que los créditos destinados a inversiones de capital generaron aumentos significativos del 17,2% en la producción en el año posterior a su recepción. Este efecto es aún más duradero entre productores que recibieron montos superiores a la mediana, con incrementos entre 11,0-17,4% durante los tres años posteriores al tratamiento. En contraste, los créditos para insumos o servicios no mostraron efectos significativos. Estos hallazgos subrayan la importancia del destino del crédito: las inversiones en equipamiento, infraestructura y ganado generan mejoras productivas sostenibles, mientras que los créditos para capital de trabajo tienen efectos limitados. El estudio contribuye a la comprensión de mecanismos financieros autosostenibles que pueden impulsar la productividad agropecuaria en contextos de restricciones crediticias.
