Abstract

"In Germany, employers with at least 20 employees are obliged to fill at least five percent of positions with workers with severe disabilities. Employers that fail to comply have to pay a non-compliance fee. According to the Statistics of the Federal Employment Agency, around 61 percent of employers subject to the employment obligation had to pay this fee in 2019. Using data of the IAB job vacancy survey, the authors examine experiences of establishments with severely disabled employees and explore why many establishments do not meet the disability quota."
