Zeitarbeit - Teil II : völlig frei bis streng geregelt: Variantenvielfalt in Europa

Abstract

Der Kurzbericht gibt einen Überblick über die Verbreitung und Regulierung von Leiharbeit in der Europäischen Union. In den meisten Ländern gibt es ein mehr oder weniger striktes Regelwerk für diese Beschäftigungsform. Sie hat im letzten Jahrzehnt fast überall kontinuierlich zugenommen und lag 2000/2001 bei durchschnittlich 2,1 % der sozialversicherungspfllichtigen Beschäftigung. Leiharbeit ist überwiegend eine Männerdomäne. In allen Ländern sind die meisten Leiharbeitnehmer jünger als 35 Jahre. Nicht selten müssen sie im Vergleich zu Stammkräften Nachteile - wie niedrigere Löhne und schlechtere Arbeitsbedingungen und Weiterbildungsmöglichkeiten - in Kauf nehmen. In manchen Ländern verhindern Vorschriften, die auf den Schutz regulärer Beschäftigung zielen, dass Leiharbeit ihr Potenzial voll entfalten kann. Den Leiharbeitnehmern wäre oft mehr gedient, wenn die Arbeitsbedingungen verbessert und deren Einhaltung besser kontrolliert würden. (IAB2)
