Zeitarbeit - Teil I : auch für Arbeitslose ein Weg mit Perspektive

Abstract

Der Kurzbericht präsentiert empirische Daten zur Leiharbeit in Deutschland. Danach hat sich die Zahl der Leiharbeitnehmer seit 1993 verdreifacht und lag 2001 bei 1,3 % der sozialversicherungspflichtigen Beschäftigung. Dauerarbeitsplätze bei den Verleihbetrieben konnten damit aber nicht im erhofften Umfang geschaffen werden; sondern es sind Zweckgemeinschaften auf Zeit, die so lange bestehen, wie sie im allseitigen Interesse liegen: Der Verleiher kann den Leiharbeiter gewinnbringend verleihen, der Entleiher hat einen externen Personalpuffer und der Leiharbeitnehmer bekommt eine Chance zum (Wieder-)Einstieg ins Berufsleben. Um dieser Chance willen sind Leiharbeiter bereit, vorübergehend schlechtere Arbeitsbedingungen und niedrigere Löhne in Kauf zu nehmen. Rund 60 % der neu rekrutierten Leiharbeiter waren vorher arbeitslos oder sonst nicht berufstätig. Nach einer Verbandsumfrage von 2000 hatte ein knappes Drittel innerhalb eines Jahres einen regulären Arbeitsplatz. Insbesondere für ältere Arbeitnehmer ist Leiharbeit oft der einzige Rückweg in Beschäftigung. Diese Brückenfunktion wird zunehmend genutzt und arbeitsmarktpolitisch anerkannt. (IAB2)
