世代内・世代間の受益・負担構造に関する研究 : 全国消費実態調査を用いた世代会計モデルを軸に, New estimate of a Generational Accounting Model using the latest National Survey of Family Income and Expenditure

Abstract

本研究では、政府を通じた個人の生涯にわたる受益と負担を所得階層・年齢階級別のコーホートに分けて推計し、受益と負担が、世代間のみならず、世代内の所得階層の違いによってどの程度異なるのかを明らかにした。その結果、我が国の現在世代及び将来世代が直面する世代内及び世代間の生涯純負担率は、(1)同一世代内で見ると高所得層ほど生涯純負担率が大きく、所得再分配機能が機能していること、(2)世代間では総じてみれば若年世代ほど負担が大きくなっており世代間格差は22~25ポイント(0歳世代と90歳世代との比較)となっていること、(3)現在世代(0歳世代)と将来世代間の格差は16~60ポイントとなっており現在世代内の格差の3倍弱にのぼる、つまり、現在世代内の世代間格差よりも将来性世代と現在世代との間の世代間格差の方が大きいこと、が明らかになった。また、消費増税と所得増税による財政再建シミュレーションの結果からは、消費増税は、相対的に高所得の若年世代に有利であるものの、その他の世代では不利であることが分かった。
