Abstract

Arbeidsnotatet er en del av prosjektet Prosessevaluering av Samhandlingsreformen som finansiert av Norges Forskningsråd (NFR-nummer 220764). Prosjektets hovedmål er å beskrive nye organisasjonsmodeller som utvikles for kommunal tjenesteyting og for samhandling mellom kommunene og spesialisthelsetjenesten, og å studere effekter av disse modellene som kan avleses etter relativt kort tid (2-3 år). Evalueringen er bygd opp over tre arbeidspakker som hver inneholder flere delprosjekter. Dette arbeidsnotatet inngår i arbeidspakke C og analyserer effektene av kommunal medfinansiering på forbruket av spesialisthelsetjenester. Vi har benyttet data fra Helsedirektoratet (Norsk pasietregister – NPR), SSB Statistikkbanken (KOSTRA) og Grønt hefte fra Kommunal- og moderniseringsdepartementet (KMD). Verken Helsedirektoratet, SSB eller KMD er ansvarlig for analysene og tolkningene som er gjort.
