Resultatevaluering av Omsorgsplan 2015: Kommunenes drifts- og investeringsbeslutninger

Abstract

Rapporten gir en beskrivelse og analyse av endringen i årsverk og antall plasser i institusjoner og omsorgsboliger det er gitt tilskudd til i perioden 2007-2015 og er en del av Norges Forskningsråds resultatevaluering av ”Omsorgsplan 2015”. Målsettingen med evalueringen er gitt i oppdragsbrevet fra Helse- og omsorgsdepartementet og Forskningsrådets invitasjon til prosjektsøknaden: ”å undersøke hvordan Omsorgsplanen har materialisert seg i ulike kommuner. Fokus skal settes på konkrete resultater som har kommet ut av Omsorgsplanen og dens fire hovedsaker: Nye årsverk, 12 000 nye omsorgsplasser, Demensplan 2015, Kompetanseløftet 2015”. Omsorgsplan 2015 strekker seg over perioden 2007-2015. Rapporten dekker perioden til og med 2014.
