Policy Achievement as a Collective Good: A Strategic Perspective on Managing Social Programs

Abstract

The theory of policy implementation yields conflicting predictions. Depending on the case and the perspective of the observer, policy control over the bureaucracy ranges from loose or non-existent to oppressive and pernicious right down to the street level. This paper presents a theoretical framework to account for the divergent and often unsatisfactory outcomes of social policies. This framework draws on game theory, principal-agent theory, and positive political theory to incorporate considerations of strategic conflict into social program administration and to identify their implications for social policy design and management.
