Abstract

This paper addresses the widely-held belief that effective public management is inherently strategic and entrepreneurial, i.e., concerned with the formulation and achievement of overarching goals that transform and redirect government agencies. Evidence suggests, however, that statutory, political, and organizational constraints on executive discretion vary from agency to agency and time to time and that they are costly to overcome. Therefore, in a given context, and especially in demand-constrained agencies, a politically astute reactive or incremental strategy focused on service delivery may contribute more to organizational performance than quixotic entrepreneurialism.
