Comportement des donateurs fortunés : le poids des motivations politiques

Abstract

Cette étude analyse le comportement de don des ménages les plus fortunés en France, au profit d'organisations caritatives ou de partis politiques, afin de savoir notamment si ces dons sont marqués par des motivations politiques. Méthode : En France, les dons de natures caritative et politique ouvrent droit à une réduction de l'impôt sur le revenu à hauteur de 66 %. En revanche, seuls les dons à vocation caritative sont éligibles à une réduction de l'impôt sur la fortune de 75 %. Cette étude analyse les effets de la réforme de l'impôt de solidarité sur la fortune (ISF) de 2017, qui a modifié l'assiette imposable, réduit de deux tiers le nombre de foyers concernés et ainsi augmenté le coût des dons caritatifs. Cette réforme consiste ainsi en un choc exogène sur le coût des dons caritatifs pour ces donateurs, qui n'a en revanche pas affecté le coût des dons de nature politique.
