L'enjeu des qualifications face au défi énergétique et environnemental dans la construction

Abstract

L'objet de cette recherche est d'étudier les rapports entre l'introduction de nouvelles technologies thermiques, énergétiques et environnementales (NTEE) et une recomposition des qualifications dans le secteur d'activité du bâtiment. Cette recherche s'inscrit dans le contexte de la mise en place, par le gouvernement français, à partir d'octobre 2007, d'un dispositif appelé « Grenelle de l'environnement » (GE). Initié à partir de rencontres multipartites, il a pour ambition de prendre d'importantes décisions en matière d'environnement et de développement durable. En juillet 2009, la loi dite « Grenelle 1 » a été définitivement adoptée. Dans le secteur de la construction, ses grands objectifs concernent notamment l'accélération de la rénovation thermique des bâtiments et le développement des énergies renouvelables. Dans l'article 3, le législateur indique que cette « amélioration implique le développement et la diffusion de nouvelles technologies ». Et l'article 4 de la loi, dont l'objet est plus spécifique, stipule que « la réglementation thermique applicable aux constructions neuves s'attachera à susciter une évolution technologique et industrielle significative dans le domaine de la conception et de l'isolation des bâtiments ».
