Abstract

Die Makroökonomie offener Volkswirtschaften basiert auf Nettokonzepten – Leistungsbilanz, Nettokapitalströme, Nettoauslandsvermögenspositionen –, doch finanzielle Anfälligkeit entsteht durch die Bruttobilanzpositionen, die diese Kennzahlen naturgemäß nicht erfassen können. In Anlehnung an Borio [2014] sowie Borio und Disyatat [2015] führen wir diesen blinden Fleck auf die „Loanable-Funds"-Interpretation der bilanziellen Identität I = S zurück, nach der Investitionen durch vorherige Ersparnisse finanziert werden und ein Kapitalfluss lediglich eine Übertragung von Netto-Ressourcen darstellt. In einem stock-flow-konsistenten, nicht im Gleichgewicht befindlichen Modell mit kontinuierlicher Zeit zeigen wir stattdessen, dass I = S die Geldschöpfung durch Bankkredite widerspiegelt, sodass die relevanten Größen die Bruttostände grenzüberschreitender Forderungen und nicht deren Nettodifferenz sind. Die angemessene Berücksichtigung endogener Geldschöpfung erklärt drei seit langem bestehende Rätsel – Feldstein-Horioka, Lucas und das Paradoxon der monetären Gewinne – als Artefakte der Verrechnung. Durch die Erweiterung des Rahmens auf Bruttopositionen, mit einem endogenen Bankkapitalkanal und einem stochastischen realen Wechselkurs, liefern wir einen numerischen Proof-of-Concept für das, was Borio [2014] als die „Achillesferse" des Internationalen Währungs- und Finanzsystems (IWF) bezeichnet: Ein einziger exogener Treiber grenzüberschreitender Bankaktivitäten reproduziert das gesamte empirische Muster der Krise von 2007–2009 – stiller Aufbau von Verschuldung, „Sudden Stop", Bankenkrise, anhaltende Rezession, Anhäufung von Staatsschulden, Deflationsfalle –, während die Statistiken zur Leistungsbilanz und zur Nettoauslandsposition nahezu unverändert bleiben. Borios „blinder Fleck" wird damit operationalisiert.
