Technical change in agriculture and its consequences: some milestones for socio-economic identification and analysis

Abstract

Ce document analyse l'évolution technologique en cours et à venir de l'agriculture telle qu'elle était appréhendée au début des années 1990. Dans un premier temps on fait un inventaire des nouvelles technologies en train de se diffuser ou susceptibles de le faire dans les années 1990 ou suivantes, notamment en matière de biotechnologies et de nouvelles technologies de l'information, et on examine certaines de leurs conséquences possibles. Compte tenu de l'évolution de l'environnement socio-économique de l'agriculture, elles semblent pouvoir conduire à un nouveau modèle technique basé davantage sur une meilleure maîtrise des processus du vivant et sur l'information et correspondant à une certaine inflexion dans la logique productiviste des décennies précédentes. Dans un deuxième temps on étudie l'évolution des achats des agriculteurs en biens industriels depuis 20 ans : même si la hiérarchie des principaux postes se maintient, des inflexions notables apparaissent pour certains types de produits (produits phytosanitaires, énergie, engrais, etc.) et on observe depuis les années 1977 un redressement de la productivité des intrants, du capital et de l'énergie utilisés. Dans un troisième temps on étudie les opinions et les projets d'un échantillon de 1700 agriculteurs (plus jeunes et ayant des exploitations plus grandes que la moyenne des producteurs français) en matière de nouvelles technologies. Bien que beaucoup d'entre eux ne se soient pas prononcés, pour les autres les opinions sont assez positives sauf pour quelques innovations qui sont massivement rejetées, en particulier la somatotropine bovine et le robot de labour. Quant aux souhaits d'introduction des nouvelles technologies, ils se portent en premier lieu sur l'informatique de gestion, mais l'attitude est plus circonspecte.
