Politique agricole commune et traitement des externalités : une relecture coasienne

Abstract

L'analyse et le traitement des externalités proposés par Coase dans "The problem of social cost" (1960) sont appliqués au contexte de la politique agricole commune et de sa réforme. La situation de second rang de l'économie agricole conduit en premier lieu à ne pas dissocier externalités technologiques et externalités pécuniaires. Sont envisagées ensuite successivement les différentes solutions coasiennes d'internalisation : marchandage des droits, coordination interne à la firme ou entre firmes, réglementation publique, laissez-faire. La réforme de la PAC, adoptée en mai 92, est enfin analysée sous l'angle d'une politique d'internalisation combinant les diverses solutions coasiennes précédentes.
