Abstract

Quels sont les fondements théoriques utiles et pertinents pour se saisir des dynamiques d'acteurs que représentent les pôles de compétitivité, clusters ou réseaux d'entreprises ? Cette question conduit directement à la construction de l'action collective, comprise et analysée ici dans une perspective régulationniste nourrie de la théorie de la régulation sociale de J.-D. Reynaud. Ce qui est en jeu dans ce cadre, c'est l'intérêt théorique et méthodologique d'une lecture de l'action collective fondée sur le projet. Partant du terrain d'un pôle de compétitivité, l'article propose d'instruire la question de l'émergence, de l'autonomie et du contrôle du collectif d'acteurs que représente le pôle. L'analyse met en évidence l'importance des projets collaboratifs de R&D dans le pôle de compétitivité, qui donnent naissance à des micro-collectifs. La dynamique d'émergence et de régulation de ces projets collaboratifs finit par faire du collectif d'acteurs un acteur collectif, doté d'un projet d'ensemble.
