Abstract

Une nouvelle industrialisation est aujourd'hui une priorité pour l'Europe afin de répondre aux défis des transitions numérique et écologique. Elle ne concerne pas uniquement le secteur manufacturier, mais exige une transformation plus large de l'économie, impliquant une meilleure coordination entre acteurs publics et privés. Les approches fondées uniquement sur l'intervention de l'Etat ou sur des mesures protectionnistes sont insuffisantes. Une stratégie efficace repose sur une collaboration durable entre tous les acteurs économiques, selon une logique de gouvernance polycentrique et d' "autonomie imbriquée". Cela suppose d'investir massivement dans l'innovation, d'adapter les règles de concurrence et de repenser les politiques financières, du travail et commerciales à l'échelle européenne. L'objectif est de créer des écosystèmes industriels capables d'innover, de créer des emplois de qualité et de renforcer la souveraineté technologique de l'Europe. La réussite de cette stratégie passe par une action collective cohérente, capable d'allier transformation économique, inclusion sociale et durabilité environnementale.
