Abstract

Le crédit d'impôt compétitivité emploi et le pacte de responsabilité apportent une aide massive aux entreprises… payée par les ménages et les administrations. Depuis le 1er janvier dernier, les mesures du pacte de responsabilité et de solidarité, destinées à redresser la compétitivité des entreprises françaises, commencent à prendre effet. Le président de la République avait annoncé, à l'occasion de ses voeux du 31 décembre 2013, la mise en place de ce nouveau mécanisme, qui complète et renforce le crédit d'impôt compétitivité emploi (Cice), lancé en novembre 2012. Ces deux dispositifs, qui couvrent la période 2014-2017, ont allégé de 23 milliards d'euros les charges fiscales et sociales pesant sur les entreprises en 2015. Ils porteront donc le niveau de ces aides à 41 milliards d'euros en 2017 (voir graphique). Le tout est de savoir s'ils permettront, au regard du contexte actuel en France et en Europe, de relancer la croissance et l'emploi.
