Abstract

Afin de répondre au problème de compétitivité des entreprises françaises, le président de la République a annoncé début 2014 la mise en œuvre d'un « pacte de responsabilité et de solidarité » s'inscrivant dans la lignée des recommandations du rapport Gallois. Ce dispositif, qui prévoit des mesures de baisse du coût du travail et de réduction de la fiscalité des entreprises et des ménages modestes financées par un plan d'économies de 50 milliards d'euros, fait débat dans le monde politique et parmi les économistes. Éric Heyer, tout en reconnaissant la nécessité de rétablir les marges des entreprises, met en garde contre les risques de mesures pesant sur la demande dans un contexte conjoncturel dégradé.Vincent Charlet considère pour sa part que le rétablissement de la compétitivité des entreprises est l'objectif prioritaire et que c'est à l'aune de celui-ci - et non en référence à des objectifs de croissance et d'emploi à court terme - que l'efficacité potentielle du Pacte doit être évaluée.
