Abstract

En France, malgré les diverses actions publiques entreprises, le niveau de chômage des jeunes a continûment augmenté depuis les années 1970. Faut-il y voir une fatalité ? A-t-on identifié les véritables freins à l'entrée dans le marché du travail ? Alors qu'il est avéré que vivre dans une région riche en emplois qualifiés augmente systématiquement les chances de retour à l'emploi, on peut s'étonner de la très grande faiblesse de la mobilité des jeunes en France.Pourquoi ne se déplacent-ils pas pour bénéficier de meilleurs environnements économiques ?Cet ouvrage montre que le phénomène ne tient pas tant à des choix personnels ou familiaux qu'à l'existence de politiques publiques qui entravent la mobilité. Les politiques de logement et d'emplois aidés, notamment, tendent à enfermer les jeunes dans ce qu'on pourrait qualifier detrappes à immobilité. Les auteurs proposent cinq mesures de politique publique qui permettraient d'accroître la mobilité des jeunes et d'améliorer ainsi leur insertion sur le marché du travail. (résumé de l'éditeur)
